The pillar targets the broad, competitive term and links to every supporting page. Each supporting page targets a specific long-tail subtopic and links back to the pillar. That reciprocal structure is what distinguishes a cluster from a category folder.
The internal linking is the mechanism, not a formality. Without it you have a collection of pages on related topics and none of the authority consolidation the structure exists to produce.

Common mistakes
Building the cluster without the links
Publishing related articles and calling it a cluster. The deliberate linking is the entire mechanism — without it, it's just a content calendar.
Pillar pages that are thin hubs
A pillar that only links out ranks for nothing. It should be genuinely the best standalone answer to the broad query, with links as an additional layer.
Choosing a topic you can't own
Clusters take months. Picking a subject where you have no genuine expertise or differentiated data produces comprehensive content nobody has a reason to prefer.
